Considering the conversion mechanic, 4 wolves + 1 conversion seems the most balanced in a 16 player game. I think 3 wolves + 1 conversion would be too little wolves since it’s possible the conversion can’t even be used, which would lead to a game with 13 villagers vs 3 wolves whichdoesn’t seem fair. The wolves would have extra kill-power in that case which we haven’t seen.
So I’m confident we’re looking for 3 wolves right now.
