I like the idea of this setup but I don’t think it’s playable, it relies on every member of the town being at least minimally competent, which is likely a pipe dream. 
It would probably work better with fewer players too, although on paper the EV doesn’t change much.

I’m not sure it’s possible for town to win long term if people are allowed (by the town, not by the rules) to not place votes

If town aren’t obligated to vote, and mafia are able to change votes, it’s impossible. Also, my comment about players self-voting (i.e. NotMafia) is true. Town can’t win unless that player is mafia.

Regardless of that though, any game that’s instantly in a M=T-1 situation is really hard for Town just because if two townies go head to head, it’s over… And that happens basically every game, it’s just usually town have a way of killing a player and moving on.
Town having no KP is a challenging component, because mafia can eliminate the obvious players weighing the team down while town have no way of eliminating the obnoxious town weighing the town down.
