There are abilities that overrides this rule, like mine. I dont see why impulse would try to neighborize themselves if they could not visit themselves.

Impulse’s play is too bad to be a wolf.
We have two role blockers and two people who create hoods. I think we might need to do the thing.
I can’t see Erika being scum with anybody except impulse. But, I can see impulse being scum with multiple players.
Therefore, I think this is the correct play
