Piccolo Jr. started out as ‘kind of evil’ but nowhere near as evil as his father. His original goal in life was to defeat Goku at all costs, and entered a tournament to that end. He followed the rules of the tournament and did his levelmost best to defeat Goku in fair combat, which is a departure from how Demon King Piccolo would have handled the situation.
This is why Goku let Piccolo Jr. live.
Demon King Piccolo broke any rule that was even mildly inconvenient.
Then the first part of the Saiyan Saga happened, and Goku and Piccolo had to team up to defeat Goku’s space brother, Raditz. The fight was long and grueling, and resulted in the deaths of Goku and Raditz, but not before Raditz was able to call in reinforcements.
Piccolo then kidnapped Goku’s son Gohan, having seen his warrior potential during the previous fight and is determined to train another ‘asset’ to defend the earth with.
During this year Piccolo became closer to Gohan than he expected, ultimately culminating in Piccolo sacrificing his life for Gohan during the fight against Nappa and Vegeta.
This marked a significant change, from Demon King Piccolo’s “I’ll use every dirty trick in the book to win”, to Piccolo Jr.s original “I will defeat you within the rules, Goku!” to “I cannot let my comrades die” in the Saiyan Saga.
It was this event that allowed the rest of the Z-fighters to accept Piccolo as a good guy.

I don’t really understand how you can say it’s “far from out of the question” when there are several notable documented cases of cities / city states being razed entirely, populations being enslaved (and effectively eliminated).
If I can count half a dozen notable events, there must be hundreds or thousands of lesser lords / people we’ve never heard about that met the same end. Obviously, I can’t comment on specific numbers, no one can… but I mean, it’s a logical assumption, far more logical then “it may have never happened” or “it may have only happened these few times in recent documented history, but never in the 8000 years before that”…
