I don’t think that’s how legislation is passed. The House proposes it, then the Senate can pass anything that gets to them

Also, how much should we be revealing about the setup? For example, nobody from the Senate seems to be talking about how many people in that PT and I’m unsure as to why.

Meh, after re-reading the instructions for like the 3rd time, I don’t know that it impacts the game all that much. Except of course that if there are no Scum present in a particular group, then you end up concentrating the shots potentially depending on what outcome you want.
