In theory it’s strictly much worse for the mafia. 2v9 mount is 50/50… 2v9 arson is probably closer to 30/70.
In practice, it probably depends on the meta and how much the town relies on reading NKs. It might be an interesting setup elsewhere, but I don’t think scum could win it here.

missing a douse basically reduces from 9v2 to 10v2 which is still in the 65/35 neighborhood, missing 2 douses goes to 11v2 which is 60/40 haha.
A difference is scum can choose to limit flips to lynches, by not flipping any or many people until late game or parity. No NKA.

I’m adding a clause that arsonists get one extra ignite for each time town votes no lynch to avoid tie potential.
I actually think it’s a not terrible way of making 2v9 closer to 60/40 than 65/35.

Actually thinking about it, I don’t think the chance of lynching a doused townie affects the scum as much as I thought it does. You’re right that it would likely decrease scum winrate by 5% or so
