The thing is that being off a town wagon isn’t necessarily scummy. However, scum are burdened with the knowledge that they know who is not mafia and they use that to plan their actions. Therefore, when there’s two town wagons one of the things scum does is try to vote off wagon to make it seem like they didn’t vote for any town. However, usually scum makes mistakes when they do this for example not actually pushing the person they are voting that hard.
