Vengeful is tough because if you guess wrong and kill town you basically just gave scum a free kill - if played well it can be super powerful, but if played poorly (or even just mediocrely) then it can lose the game for town. I dislike that amount of swinginess (the same goes for vig), which is why I put it down there
Pardoner feels very scum to me; as town you need to have someone cleared in order for it to be effective, but if they’re cleared then they probably aren’t being voted up anyways. Scum don’t care about that; they just use it to save their mate from being voted out.
Veteran is the one I would consider moving up - stopping a nightkill is really valuable, especially lategame. The main issue that I see with it is the lack of control - with doc or pardoner, you can at least try to anticipate mafia attacks, while with veteran you basically just have to bait them into attacking you in order to be effective
it is how maf won the last time in this setup, peg one of our own that had vengeful (@gellnick) as maf, get town to vote him out, maf and vengeful kill maf win.
