If we expel slytherin but not hat, hat chooses 2 scum tomorrow again. Expelling a top scum is probably not the play we should make
Like it is same thing with expelling town except if you expel scum you have lower chances to TK scum which has more benefits for town, IDT expelling scum has benefits
