if that does fail and we can’t secure maj for noelim I think the move is to just have everyone vote which way they want to see the quin/dunya vote go
if we don’t hammer it’ll either be
- noelim - yay!
- randed - everybody gets a chance of their preferred person going over
- plurality - the person preferred by the most people goes over
