The being blocker thing… was kind of a separate idea. In that scum used their block on him (power of surprise). Making it seem like he was town, and scum felt threatened by his jailkeep.
Yes. It looks like distancing. We’re not aiming to lynch the recruited guy today, so calling your buddy a possible recruit is a decent tactic to call your buddy scum without having to commit to the lynch.

Yeah and we also have confirmation that there’s a second Scum. I missed that originally but as DS pointed out, the Mod did confirm this.
They can use the block + one other ability. They would not be able to track and infect in the same night. See here.

I think this train of thought is silly because if he wanted to not be tracked he would just not take an action.
But you should know that the scum’s block only blocks one ability. So he could theoretically block his jailkeep, and still infect. Not sure what it’d accomplish, but it’s a thing that’d be possible?
