Elli almost certainly sent his rings to Sauron last night so no reason for scum to try and steal a hammer.
In the unlikely event that elli is town, then yes star is back in the POE.

i dont know his alignment
all i know is how he went about all that was very sketch!
Also, I’m pretty sure Urist counts the first hammer anyway

After your home was destroyed by dwarves over a piece of jewelry, you have wandered Middle-Earth with your wife, staying in one place for no more than a few hundred years before moving on. Recently, you have come to stay in Eregion, where the Gwaith-i-Mírdain have forged a set of Rings. Knowing the destruction that can be wrought over such small trinkets, you seek to return the Rings to their master, hoping that you can retrieve them all before the greedy dwarves in nearby Khazad-dûm catch wind of them.

Finally, when giving a Ring away, you may choose to give it to Sauron, effectively removing it from the game. You win when all of the Rings have been sent to Sauron in this way, or when nothing can prevent the same from happening.

The agents of Sauron dwindle in number, but still the citizens of Eregion are haunted by ghastly nightmares. Their homes aflame, ruined beyond repair; their temples crushed, transformed to lifeless rubble; the beloved holly forests, present in the area long before the Eldar, burned to cinders and driven to extinction. Yet, despite these dreams, there is hope. They know that there is but one Agent lurking among them. If that one evil soul can be rooted out, perhaps these premonitions can be avoided…
The council awakes to a scream. Unsure whether it was simply caused by the previous night’s horrors, they groggily make their way to the origin of the noise, only to find that it most definitely was not. An attendant belonging to the Sindar of Greenwood slowly removes the garrotte embedded under his prince’s chin, perhaps hoping that if he can remove it carefully enough, his Lord’s fëa will return to the body. Sadly, it seems that not even the elves possess that level of dexterity, as Thranduil’s time in Middle-Earth has come to an end.
