So, I have an idea.

1x Pharaoh
3x Loyal Servants
(1× Bus Driver, 1x bodyguard, 1x deflector)
1x Assassin
(1x Bus Driver)

The Pharaoh wants to kill the assassin, must not kill all loyalists.

There are no flips.

The Pharaoh may select someone to execute every round. Redirects are applied and then someone dies. If the Pharaoh is killed, the assassin wins. Infinite loops are decided by the Pharaoh, multiple redirects from one target = multiple deaths.

Loyalists win with the Pharaoh if all conditions are met, when the Pharaoh decides to stop shooting, the game is over. If the Assassin is alive, they win. If not, Loyalists & Pharaoh win.
