If someone claims a cop guilty on another player, scum can tell if it’s a fakeclaim because they know that person isn’t scum. Unless there’s a huge coincidence and the person the fakeclaim was on is actually scum.

Yes, cop should claim as long as they’re either or both of (a) one of {Urist, tn, DS, Dan}, or (b) have a result on one or two of {Urist, tn, DS, Dan}.
The only way that is not fulfilled and cop should not claim is if the cop is one of Andres and Dusk, and said cop checked one of Josh / Dusk / Andres / Chess n0 and another n1. If that is the case, I am appalled, and Dusk / Andres are both better players than that.
